Governments should support rise friendly policies such as tax shifts away from lower income earners; tackling precarious work and exploitative contracts and; closing the gender wage gap;
Governments should ensure minimum wages (where they exist) are not less than 60% of the average wage, and involve trade unions and employers in setting minimum wages.
